Public Works briefs council on water system risk and federal assessment due June 30

Public Works staff presented an executive summary of Vineyard’s Risk and Resilience Assessment for the city water system and told the council the assessment is due to the EPA by June 30, 2026.

Nassim, the presenter, summarized Vineyard’s system and legal obligations and said the assessment “is a federal required assessment” under the Safe Drinking Water Act of 1974. He described system components (Central Utah Water as a source, storage facilities including a 6,000,000-gallon tank, booster stations and transmission mains) and estimated the system serves approximately 23,000 residents. He called out three priority areas: extending the Mill Road North water line to close a loop, implementing enhanced cybersecurity measures for water system controls, and preparing business-continuity and emergency-response plans for water distribution and bottled-water distribution during incidents.

Nassim noted the city intended to certify the assessment and submit it by the June 30, 2026 deadline and that staff would follow with a city-specific emergency response plan for water-systems resiliency. “This particular assessment is due 06/30/2026,” Nassim said. Council had no substantive technical questions during the presentation; staff said the full technical report contains sensitive details and would not be released in full to the public but that an executive summary and attachments were provided in the staff report.

The presentation places several projects on the near-term planning list and signals budgetary considerations in the next fiscal year for capital improvements and emergency-planning updates.
