Poulsbo adopts new fire impact fee program to fund capital needs

Poulsbo's City Council on June 17 adopted an ordinance creating a new fire impact-fee program to help fund capital improvements for the local fire district.
Planning staff presented an ordinance and methodology after several workshops. Fire Chief Gillard told council the estimated revenue from the fee depends on development growth; his ballpark was "about a $150.50 to $200,000 a year in revenue for capital improvements." Council members asked for projected revenue and the status of an interlocal agreement; staff said the interlocal would be worked out prior to the fees' effective date of January 1.
Council voted to adopt the ordinance (recorded as unanimous in the meeting minutes), with several council members commenting that the measure represents an investment in maintaining service levels rather than a discretionary spending item. Staff will continue negotiating the interlocal agreement with the fire district and prepare implementation steps before fees become effective.
