The council adopted Ordinance 2026-09, which amends Poulsbo Municipal Code section 10.12 to clarify enforcement of paid parking downtown and to authorize citations specific to paid zones. Deputy Chief Wheeler and city staff said the amendment clarifies enforcement and provides legal backing for paid-parking citations.
Councilmember Michael Fitzpatrick proposed a focused amendment to make clear that the paid-parking restrictions "shall not apply on public holidays as defined under Poulsbo municipal code 10.12.0.40... on designated free parking days or during permitted special events that suspend paid parking," language he read aloud for the record. The amendment passed and the council then approved the ordinance as amended. Fitzpatrick emphasized that listing every time in code can be counterproductive; the amendment is intended to align code text with signage and policy. "No person shall stop, stand, or park a vehicle in a paid parking zone during the restricted and regulated time applicable to the paid parking zone up to the maximum legal parking time unless..." Fitzpatrick read during the amendment discussion.
