Committee recommendation and next steps: RFP timing, eProcurement update, task force on community engagement
Summary
The committee recommended forwarding Expedited Bill 23-24 to the full Council for a Dec. 10 vote, requested procurement provide an RFP timeline and an eProcurement update before budget season, and asked the Office of Racial Equity and Social Justice to convene a task force with OLO and community stakeholders to create an equitable engagement framework.

At the conclusion of the MFD briefing, the chair said the committee would "recommend this move forward to the full council" and noted a full-Council vote for the expedited bill is scheduled for Dec. 10; no committee roll-call vote was recorded in the transcript. The chair also asked the Office of Procurement to provide a month-and-year estimate for issuing the RFP for the next disparity study and requested an update on procurement's eProcurement progress before the county's budget discussions.
Separately, the Office of Racial Equity and Social Justice said it will convene a task force (internal and external stakeholders) to use OLO's report and other best practices to develop countywide guidance and an equitable community engagement framework; committee leadership and ORE agreed to circulate an invitation memo in early January.
