Members proposed a practical metric: a voluntary survey or outreach reporting that asks contractors whether they use local subcontractors and what recruitment steps they take. Staff said they include aspirational participation goals (for example, an aspirational 25% participation target for disadvantaged businesses) in addenda and pre-bid materials but cannot change the legal obligation to award to the lowest responsive, responsible bid when the law applies.
