Low-bidder says scoring inconsistent as council approves $15M water main contract

Staff and the project presenter (speaker 13) explained the committee scored the proposals, concluded the recommended contractor had the experience and capacity to deliver this size of pipe, and recommended awarding the contract to the firm named in the packet at $15,053,560. After asking if there was public testimony and receiving none on the ordinance item, the council took a motion, seconded, and the motion carried unanimously to approve the contract.
The exchange left the low-bidder's concerns on the record but the council voted to proceed with the staff recommendation. The low-bidder's request to table the award for additional review was not taken up; staff said they would take comments into consideration.
