The Human Resources presenter (speaker 11) presented the FY 2026–27 budget and outlined staffing, recruitment, and retention initiatives the department says are intended to support succession planning and reduce costs tied to turnover.
"We currently have a 101 employees that are eligible for to retire," the presenter said, noting that represents roughly 20% of the city's 492 employees and that an additional 61 employees could be eligible over the next five years. The presenter described a suite of ongoing initiatives — digital recruiting, pre-employment skills assessments, monthly new-hire orientation, and a Gold Leadership Academy — designed to retain institutional knowledge and develop internal leaders.
The presenter also asked the council to approve a $27,000 capital request for UKG software add-ons to support performance management, compensation, and an AI module intended to help with merit processing and leadership development. The presenter tied a separate 24% HR budget increase to costs associated with the Wade Cannon Act (house bill referenced in testimony) to administer firefighter cancer screenings.
Council members pressed for numerical breakdowns (absolute head counts and budget pages) and requested follow-up materials on turnover by department and additional information about the public works safety committee; the presenter agreed to provide the requested details to council via staff follow-up.
