Raymore staff present broad fee-schedule updates including permit and excise-tax adjustments

City staff presented a multi-department update to Raymore’s fee schedule at the Aug. 3 work session that would adjust permit, plan-review, tap and connection fees, and the excise tax tied to new development.
"The license tax review committee met in July and is recommending increasing the excise tax per trip by the rate of the construction cost index as of June 2026," Finance Director Lisa Williams said, noting that index value was 3%. Williams said building-permit and plan-review fees were being updated and that printed plan copies would be removed because plans are now available digitally.
Under public-works changes, staff proposed separating the driveway permit from linear right-of-way fees and setting a $50 minimum on linear-utility installation and repair permits. Tap fees for water and sewer were proposed to adjust annually with the same 3% construction cost index. Mr. Fierborn told the council these adjustments will return for formal consideration; several items (notably sewer) will require public hearing when brought forward.
