John Leopold, director of the Central Coast K16 Regional Collaborative, presented the collaborative's equity‑driven plan to align K–12, community college and four‑year partners around career pathways.
"To do that, we worked, to allocate $9,800,000," Leopold said, describing a regional allocation intended to support 10 career pathways across six counties. He said Santa Barbara County's share is about $2,600,000, of which roughly $1,600,000 is directed to K–12 schools; the collaborative also set aside funds for employer partnerships and paid work‑based learning in the county.
Leopold said the collaborative chose engineering and computer science and health care as initial pathway priorities after reviewing labor‑market data and focus‑group input from families and students. He described an equity allocation model that guaranteed funding for partnerships that included K–12, community college and a four‑year institution and added equity adjustments for student need.
Board members asked whether the collaborative is state‑funded and how the allocation was decided; Leopold said the funding comes from the state and that the collaborative prioritized districts with higher shares of socioeconomically disadvantaged students and unduplicated counts.
Leopold also noted the collaborative's online dashboard and a biannual data collection cycle that will be used to track early implementation outcomes after the first year of funding.
