Public works director Gorman told the commission the project is part of the current pavement management plan and staff expect it to be completed before the school year starts (staff cited August 31 as the school start). The mayor disclosed a potential conflict of interest (spouse employed on Dolphin Avenue) and abstained from voting; staff and the remaining commissioners approved the contract with one abstention.
Gorman said this overlay is intended as the last major project under the current pavement program prior to producing a new pavement management plan. The commission recorded the award and the city will proceed with contract execution and project scheduling.
