The Zoning, Planning and Appeals Commission voted unanimously on Jan. 14, 2026, to recommend a conditional use permit that will allow Prime Auto Repairs to operate at 4645 N. 25th Avenue (parcel 12-16-213-015-0000) and expand the business footprint. Commissioner Richard Flanagan moved to approve the request subject to staff recommendations; Commissioner Brian Curry seconded. The motion carried 7–0 with two members absent.
Real estate agent Iuliia Kedrozska and petitioner Ivan Lupul were sworn in for the hearing as the commission considered site issues first raised when the business received an earlier conditional use permit in August 2025. Staff told the commission it remains concerned about vehicles parking in front of buildings along 25th Avenue and about the appearance of the site; planners recommended that all customer and employee parking be confined to spaces on the south or east sides of the building, that landscaping be installed and maintained in front of the unit, and that an LED lighted wall sign be permitted and installed. Staff recommended extending the deadlines for applying for and installing signage and for planting required shrubs and bushes to June 1, 2026, and removing the previously proposed two-year expiration date for the conditional use permit (previously listed as December 31, 2027).
The commission’s favorable recommendation carries the action forward for whatever next administrative or legislative step follows under village procedures. The petitioner and agent requested the permit to double the business’s footprint at the I1‑zoned site; the parcel number on the application was recorded as 12-16-213-015-0000.
