Council approves Nyrop zone change for 5.88-acre parcel

The Harrison City Council on Aug. 12 approved a zone change for the Nyrop property, reclassifying roughly 5.88 acres from Agricultural to Medium Low Density Residential (R-4) to allow modest residential development. Joe Cornell moved to approve the application; Will Butler seconded and the motion passed with five ayes and one nay (Charlie Shutt).
Planning and Zoning held a public hearing on July 16, 2025, and recommended approval of the change. During public comment, Cheryl Grove opposed the rezoning, saying it could introduce low-income housing that “could negatively impact Harrison” and raise crime concerns. The council proceeded to a vote after the public hearing and the planning commission recommendation.
The council recorded a formal yes/no vote: Debbie Lockhart AYE; Charlie Shutt NAYE; John Gray AYE; Joe Cornell AYE; Josephine Prophet AYE; Will Butler AYE. No conditions or split approvals were noted in the minutes.
