Commissioners and planning staff identified detailed design changes the applicant must resolve before final construction plan approval. Sue, the planning department's landscape reviewer, recommended avoiding expensive 8–10-foot evergreens at the dumpster and instead adding lower-cost plantings and specific screening at the transformer. "Our ordinance requires evergreen plants that are 6 inches taller than whatever your utility is," Sue said, noting the transformer was shown as about 4.5 feet on the plans.
Troy and members raised concerns about rooftop equipment visibility from the north elevation. Troy explained how parapet walls screen rooftop units from many sight-lines but acknowledged there is some exposure from the north. Commissioners asked whether the applicant could add additional parapet screening or a roof-mounted match; the applicant agreed to work with the architect to provide added screening on that façade. On lighting, staff clarified the proposed wall fixtures are accent lights, not roadway illumination, but commissioners noted the placement and count and asked for the final fixture schedule to be shown on construction plans.
The landscaping and screening items are recorded as staff conditions and must be shown on the construction drawings. Nick Bauer, representing the applicant, told commissioners the team is prepared to "work with the architect and the planning staff" to address those items and provide the revised details on the final plans.
