Dr. Marsha Russell, associate superintendent for educational services, presented CAASPP and California School Dashboard results spanning 2018–2025. She highlighted large achievement gaps between student groups: "We have English learners... the lowest performing student group with 7% of our English learners in 2025 meeting or exceeding standard in English language arts," Russell said, and noted white students were at 64% meeting or exceeding standards in ELA.
Russell explained how CAASPP performance and progress indicators feed the Dashboard's color-coded ratings and described differentiated assistance: COE and district teams analyze data, conduct root-cause analysis and produce research-based action plans. She described new tiers of support for LEAs qualifying three or more years in red and the potential role of a regional "geo lead" provider. Trustees asked about funding and timelines; Russell said differentiated-assistance funding is separate from base funds and that some state funding formulas are under review to better support smaller counties.
