Craven County accepts $655,147 estate donation for animal shelter, boards sets funds aside

County health department staff told the board they received a surprise donation of $655,147 from the estate of Shirley Callahan and requested the funds be transferred into a capital reserve for the Craven County animal shelter. Scott Harrelson described the gift as "a very, fantastic gesture from the estate of, miss Shirley Callahan" and asked the board to transfer the funds into capital-reserve accounts for planned projects.
Dr. Tanya Osler, speaking for the shelter, said staff hope to use the money to add turf to the dog yard to reduce mud, sanitize and repair interior spaces and provide enrichment activities for animals in the shelter's care. Commissioners discussed the possibility of using some funds to support a trap-neuter-return (TNR) program and emphasized that specific projects will come back to the board for approval from the capital-reserve account. The board voted to transfer the donation into a designated capital reserve for the animal shelter.
