TJ Byrne and several Woodlawn Drive residents pressed the Harrison City Council during public comment to take immediate action against two alleged unlicensed businesses operating in residentially zoned lots. "Residents of Harrison, Idaho, are raising serious concerns about two unlicensed businesses—a campground and an RV park—operating within city limits in a residential zone at 834 and 1260 Woodlawn Drive," Byrne told the council.
Speakers raised safety and infrastructure concerns. Tim Schultz emphasized that the city’s official zoning map controls and said the property should pursue a formal zone change if the owner seeks commercial use. Colson Schultz described frequent pedestrian use of Woodlawn and recounted an incident last year in which an intoxicated driver, unable to find the campground, posed a risk to walkers. Angela Schultz warned that uncleared brush and campfire rings increase the risk of fires.
Residents said the properties continued development despite cease-and-desist notices and a "red tag" stop-work order, and they asked city officials and legal counsel to pursue enforcement or punitive measures to protect neighbors and the roadway. The council did not take a formal enforcement action on the complaints at this meeting.
