Councilman Schwab opposed further annexations while outstanding plan-of-service obligations from prior annexations remained, saying state law bars annexing additional land until existing obligations are completed. After discussion the council approved the plan-of-service resolution 4–2 and then approved a companion annexation resolution assigning zoning and a council district by the same margin.
