A proposed 49‑unit townhome development on roughly 3.7 acres north and south of Shoulders Street drew multiple technical comments from staff and commissioners about unit orientation, sidewalk connectivity and drainage between closely spaced building pads.
Planner Kimberly Atley told the commission the project meets minimum parking (two spaces per unit) but staff recommended additional overflow parking and asked that units front Shoulders Street and connect sidewalks to the public sidewalk. Kimberly also noted the architecture should meet the 70% brick/stone street‑facing requirement. Engineering and commissioners raised drainage concerns because paired eight‑unit buildings would have only 12 feet between them; one commissioner urged the applicant to provide topographic data and a grading plan to show how drainage would be accommodated.
The applicant’s civil engineer (Brian Hamilton) said there is not a great deal of topography and that redesigns may drop one or two units to accommodate staff comments. The applicant agreed to rework parking and sidewalks and return with updated plans in a few weeks.
