Council authorized staff to prepare an application for the EPA Region 3 "Thriving Communities" grant program after a presentation from Matt Ward of Sustainable Strategies DC.
Ward said the grant program covers six states in Region 3 and offered a tiered funding structure: $150,000 for community assessments, $250,000 for community planning, and $350,000 for project development and design work. He recommended the city pursue the $250k–$350k options to support green infrastructure, water-quality monitoring and brownfield remediation along the Everett Run corridor and to tie the work to the existing Augustine Avenue trail and Liberty Street stormwater efforts. "They have $40,000,000 for just the 6 states of EPA region 3," Ward said, noting the program's focus on disadvantaged communities and eligible activities including healthy-home remediation, stormwater green infrastructure and water sampling.
Council moved to authorize the director of community development and the city manager to prepare a final application and to work with the presenter and staff on priorities and scope; the motion carried on a voice vote. Staff said the application will be drafted and returned as a packet item for review before submission (deadline noted as Nov. 30 in the presentation).
