The council approved resolution 2026‑92, authorizing the mayor to sign a letter of understanding with the State of Illinois related to a Route 31 project that will add bus pads, sidewalks, ADA curb ramps and a mid‑block crossing near Fargo Boulevard.
Mr. McCready (speaker 12) introduced the item and said responses to earlier questions had been posted online; he invited Director Babica to answer technical questions. Director Babica said IDOT does not install flashing beacon pedestal signs and explained that installations of that type in neighboring jurisdictions were done by local agencies prior to current determinations. At the dais one councilmember asked if the crosswalk could be signalized (even as a warning signal); staff said they can request it from IDOT but that IDOT typically does not install such devices.
Council members also requested plan views for the proposed improvements and staff offered to distribute construction plans to the council. The resolution passed on a roll call vote (9‑0, one member absent).
