Commission approves Brookhollow preliminary plat, requires separate HOA

The Prosper Plan and Zoning Commission voted 7–0 to approve the Brookhollow preliminary plat with a condition that the new subdivision have a separate homeowners association, following resident concerns about HOA management and amenity access.
The Prosper Plan and Zoning Commission voted unanimously Aug. 4 to approve a preliminary plat for the Brookhollow subdivision on roughly 140 acres, but only after attaching a condition that the development establish a separate homeowners association for the new phase.
The motion to remove the item from the table and approve the preliminary site plan was made by Commissioner Hamilton and seconded by Commissioner Daniel; the chair announced “Motion carries 7 0 in approval.” An area resident who addressed the commission said the community wants the HOA transferred from the developer and cited “poor community management” and high HOA expenses as reasons the commission should require a separate HOA.
Staff noted the applicant has indicated the owner will establish an independent HOA for the development. Applicant representative Warren Corwin of Corwin Engineering answered commissioners’ questions about coordination with the adjacent HOA and confirmed the applicant supports the stand-alone HOA approach.
With the condition in place, the commission’s approval moves the preliminary plat forward to subsequent plan-review steps and any required town-council action. No amendments to the motion were recorded.
