The city manager stated, "they gave you a price estimate of 2.4 to $3,100,000," and added that the project could be scaled up or down depending on the council's appetite. One council member urged starting smaller, saying, "it would be much more realistic and, obviously, much less expensive to start with 5."
Council members and staff agreed that staff would provide more detailed cost options and alternative scales (for example five or ten homes) so the council could compare trade-offs before committing funds or a policy approach. No final decision on funding or a formal pilot design was made during this session.
