Several commissioners recommended allowing applicants to answer clarifying questions or to add program‑specific criteria instead of one uniform questionnaire for arts and safety net organizations.
Staff acknowledged the trade-offs and said the panel had deliberately streamlined questions for staff time reasons but committed to revisit the model for future cycles and to include the detailed funding calculation in the packet. Commissioners discussed adding opportunities for direct applicant engagement in future rounds to capture context not visible on paper.
