Dave said much of the plan’s ancillary information (contacts, support‑function appendices) is outdated and that Emily Thomas of Jones and Associates — who previously worked for the city as emergency manager — could contribute historical knowledge to the update. "We received that quote essentially from Jones and Associates at $25,000 to assist us in updating that plan," he said. Staff advised the cost could be covered by sales tax or the small change in property tax revenue resulting from adopting the certified tax rate. Several council members said they supported including the update in the final budget and asked staff to show the amendment in the packet.
No formal budget amendment was adopted at the meeting; the council directed staff to include the item in the final budget materials for next week’s meeting for formal adoption.
