Noise ordinance: Staff presented a comprehensive update to chapter 95 covering special‑event permits, enforcement, expanded definitions, quiet hours, and an Entertainment District framework. Council tweaked the proposed timetable for musical rehearsals and public performances so Sunday evenings match Monday–Thursday hours (7AM–9PM) and adopted the ordinance. The new rules include distinct standards for construction hours, residential quiet hours, commercial outdoor music, and a process for permitting and enforcing Entertainment District activities.
Animal ordinance: Council reviewed proposed Chapter 91 changes on tethering, animal abuse/shelter expectations and numerical limits. After discussion, council amended section 91.16 so that a property may not keep more than four dogs and/or four cats (no more than 4 of any single species) and adopted the revised chapter. Staff noted tethering limits, shelter requirements and alignment with state statutes on animal abuse.
Both ordinances passed with full council support that evening. Staff emphasized that implementation will require administrative updates and enforcement guidance for field officers.
