Council approves conditional rezoning for three infill homes on Crawford Street, 4–1 vote

Planning staff explained the request to change the zoning of one parcel on Crawford Street from RM‑9 (manufactured homes) to R‑6 conditional in order to subdivide and build three single‑family dwellings.
Kenny Talton, planning manager, described site conditions, proposed conditions (six‑foot rear privacy fence, front yard street trees, foundation plantings, building elevations and porches) and concluded that the request is consistent with the comprehensive plan and will advance infill housing goals.
Applicant Peter Jitto testified that he has built similar infill homes in Goldsboro and typically markets them at about $249,000 or converts them to rentals if they do not sell; he said "I build it, ... I turn them into rentals, and hopefully sell them." Pastor Gregory Jones of the adjacent church spoke during public comment expressing concerns about safety and clarifying property boundaries.
Council debated a motion to table until all members could attend but voted the motion down and then adopted the ordinance on its merits. The rezoning ordinance was adopted on a recorded vote of 4 in favor and 1 opposed; the motion and result were read into the record.
