Historic District Commission outlines plan to update design standards, pursue CLG designation

Fritz Nack, representing the Goldsboro Historic District Commission, briefed council on the commission's work to update local design standards and pursue state and federal certification.
"I am representing the city of Goldsboro's historic district commission," Nack said, then described ongoing efforts to convert guidelines to enforceable standards to comply with the August 2020 statute update and to become a certified local government (CLG). He told council staff are preparing updated standards, an inventory refresh, and outreach materials; he estimated an item would reach council for action in November.
Nack also reviewed recent application activity: 12 major Certificates of Appropriateness (COAs) with 12 approvals, one tabled and one denied since early August. He said making the standards enforceable would allow the commission to access state Historic Preservation Office grants for surveys, architectural plans, and feasibility studies.
Councilmembers asked about enforcement, dilapidated properties and notification for buyers in the district. Planning staff said enforcement is reactive and, in some cases, housing inspection and code enforcement are the appropriate avenues; the commission plans a mailer this fall to notify property owners that their properties are in the preservation overlay.
What's next: staff and the commission will finalize standards and bring a draft ordinance and supporting documentation to council in mid‑ to late fall.
