City reports multiple awards: fuel mitigation $2M+, Quad Cities trails $4M+, cybersecurity and senior mobility grants

The city highlighted several recently awarded and pending grants that staff said will support infrastructure, safety and services.
Staff identified a fuel mitigation state grant "for over $2,000,000" that is expected to move into the CEQA phase and a Mission Viejo Quad Cities trails grant "for over $4,000,000" for which the city is lead agency on right-of-way acquisition and design. Staff also reported an energy-efficiency block grant (~$145,000) for LED retrofit of City Hall lighting, a cybersecurity grant that funded 100% of the city's request, a pending $500,000 grant for a North Open Space bike and pedestrian trail, a senior mobility grant (just under $200,000 using Measure M2 funds), a Teen Succeed workforce grant (~$60,000), private grants for animal shelter training (~$85,000) and a "flock" grant (just over $900,000). Staff said the city is also due about $470,000 in COVID reimbursements.
Councilmembers asked clarifying questions about funding sources and reimbursement timing; staff said most grants are awarded and some are reimbursement-based, and staff emphasized day-to-day operations would not be affected if a pending award did not materialize.
