Redevelopment agency mural project approved for gen pad wall between City Hall and Senior Center

Cody Hill presented the Redevelopment Agency’s request to permit a mural on the gen pad walls between City Hall (7505 S Holden) and the Midvale Senior Citizen Center (7550 S Main) as part of the Los Muros on Main mural festival. Staff recommended artist Eddie Chaffer based on his work and subject matter appropriateness.
Hill said the cost of the mural would not exceed $7,000 and that the expense will come from the Agency’s Main Street CDA public art fund. Council Member Bonnie Billings moved to suspend the rules and adopt Resolution No. 2025‑R‑12; the motion was seconded by Heidi Robinson and passed unanimously. Council discussion included muralling strategy and lifespan (business owners agree to host murals for at least three years).
