The Garden City Downtown Development Authority voted to continue its cost‑sharing agreement with the city and to appoint John Prosh as the DDA’s director following the announced retirement of Matt Miller.
City Manager Tim Gibbons told the board that Miller’s combined duties — DDA director, community development director and building department head — are difficult for one person to replace. Gibbons said the preferred approach is to keep the city‑DDA agreement and provide a director who can use city resources, including office space, planning support and communications, while delegating other tasks across staff. “It’s not been an easy solution…we—really have to find individuals who can do parts of, really, the three roles he carries on,” Gibbons said.
Trustees asked whether Prosh’s appointment would be full time; Gibbons said the position would be part time with hours adjusted to fit within the DDA’s prior budget share. Trustee Hyder moved to continue the agreement and support Prosh’s appointment; Trustee Peridore and other board members seconded and the motion carried with no recorded opposition.
The move preserves shared services — IT, building inspection and McKenna planning support — the city says have benefited the DDA’s downtown work, and staff said they will finalize a formal appointment and the associated budget coding on the city side.
