Commission approves 70% minimum to qualify for two-year arts grants

The Benicia Arts and Culture Commission on a voice/roll-call vote approved a staff recommendation to require applicants to score at least 70% to be eligible for two-year Arts & Cultural community grants covering fiscal years 2026–27. Staff said awards will be proportional to each applicant’s aggregate score and constrained by the city’s funding pool.
Wendy, a city staff member who presented the recommendations, told commissioners: "Staff is recommending that an applicant have a minimum qualifying score of 70% to be eligible for funding." She said the maximum per-year budget for the program is $100,000 and that award amounts would be capped by the pool available. Staff's scoring process eliminated the Benicia Community Foundation from eligibility after it received an aggregate score of 63.4%; staff recommended eight organizations as eligible under the proposed formula.
Commissioner Elaine pressed staff to explain how a 70% eligibility threshold related to the actual dollar amounts awarded. Wendy explained the threshold only permits consideration; an applicant’s award is based on its aggregate percentage score of the requested amount and then further scaled by the total funds available (the staff packet showed an overall funding coverage of about 77% of requested totals under current requests). Several commissioners expressed concern that the system could encourage larger requests and discussed whether future cycles should factor an applicant’s total organizational budget or other measures into scoring.
A motion to adopt the 70% minimum qualifying score and forward the funding recommendations to City Council for inclusion in the budget passed by roll-call. The chair said the council must approve budget authority before contracts with grantees can be executed. Commissioners asked staff to convene a debrief or ad hoc to review application questions and scoring for the next cycle.
