Board authorizes pursuit of PROTECT grant to replace load'restricted bridge (estimated $7.9M)

The Green Mountain Falls Board of Trustees authorized town staff to pursue Local Match Assistance (LOMA) through the state and to submit a federal PROTECT grant application to replace the town's load-restricted bridge near town hall. Karen Roe, federal regional grant navigator with the Pikes Peak Area Council of Governments, said the proposal would replace the bridge, realign and restore the creek channel for resiliency and add a multiuse path.
Roe gave a conservative schedule: design and environmental clearances in 2026'27 and construction possibly beginning in 2028, subject to Army Corps and other permitting. "So the total cost we'd be looking for from the grant is 7,900,000," Roe said, and she explained that PROTECT requires a 20% local match. Roe said the state offers Local Match Assistance and that the town will apply for about $1.3 million in match support; Pikes Peak RTA funds of roughly $200,000 could also contribute to the match.
Board members discussed cash-flow options (state infrastructure bank or a bank line of credit), right-of-way and the conceptual nature of current plans. The board moved to pursue the LOMA match assistance and submit the PROTECT application; the motion passed on a voice vote. The action does not commit the town to construction financing until formal grants and agreements are executed.
