Planning staff presented a proposed amendment to Title 14 of the municipal code that would add a definition for "recreational vehicle" and create a new section governing temporary occupancy of RVs, campers and other non‑permanent units on private property. The commission voted to recommend the ordinance to city council for consideration.
Staff described the proposed definition (self‑propelled or towable units designed for temporary recreational camping) and eligibility criteria: the use would generally be limited to owner‑occupied households on lots larger than one acre in nonplatted subdivisions, require connections to utilities (electric, water, septic), operational HVAC and water heaters, and carbon monoxide detectors. Staff also noted temporary occupancy would be allowed on single‑family lots during construction for six months, extendable up to one year if a permit allows.
Commissioners asked whether permits could be granted in subdivisions; staff replied that temporary use permits under Section 14‑617 could provide an exception. When asked about enforcement, staff said noncompliance would typically be handled by citation to city court. "If someone has not applied for a permit and there is a recreational vehicle in their driveway or on their property, we would stop them with the city court," staff said.
By motion, the commission forwarded the draft amendment to city council for final action and requested that staff return to a future workshop if changes are recommended.
