The Shelby County Commission approved a contract (not to exceed $178,958) to fund the Parent Leadership Training Institute (PLTI), which organizers said helps parents build leadership and advocacy skills across a 20- to 21-week curriculum.
Dionne Stovall, site coordinator for PLTI, described the program as evidence-based and two-generational, emphasizing outcomes for parents and children. "This particular initiative, it is evidence based," Stovall said, and she noted that 62 parents have graduated from the cohort model. PLTI representatives and alumni described supports paid for by the contract, including technology (laptops or Wi-Fi), childcare during sessions, transportation stipends and meals.
Commissioners asked about governance, conflicts of interest and where cohorts would be headquartered; Stovall said the civic design team and an early-success coalition oversee the program and that the juvenile court was the intended site for the funded cohort. Commissioners applauded program graduates who testified about advocacy and special-education navigation, and one commissioner abstained from the final vote while the measure passed with a majority (9 yes, 1 abstain).
What's next: Staff will finalize the contract and begin procurement for the single cohort funded under this appropriation, and the commission requested follow-up information on governance and scalability.
