Board approves lease–leaseback contract with Assoneo to build SoCal High special-education classrooms

The Santa Cruz County Board of Education approved moving forward with a lease–leaseback contracting method and the selection of Assoneo as the general-contractor partner for the SoCal High special-education classroom project.
Michelle Kennedy described the procurement process: an October RFP, 14 site-walk participants and five final bidders; staff and the architect narrowed proposals to two finalists (Assoneo and Kent Construction), interviewed both, and recommended Assoneo based on overall fit for the project. Kennedy said the contract will use a guaranteed-maximum-price negotiation and that Assoneo will manage subcontractors and construction logistics under the lease–leaseback model.
Trustees asked how close the second-ranked proposer scored; Kennedy replied it was “a very close call” and that Leanne (retiring staff) helped finalize the selection with staff judgment about which firm best met project needs. The board moved and unanimously approved the resolution authorizing contract entry so the contractor can begin pre-construction activities and bring subcontractors on board.
The approval, paired with the earlier bridge-financing authorization, allows staff to continue schedule and procurement steps for the modular classroom work and special-education facility.
