Staff member updates board on North and South Garland library projects

A staff member told the Garland Library Board the North Garland Library renovation has completed the bid process and a contractor has been selected, but the contract has not yet been signed and signatures remain in routing. Once the contract is fully executed, staff said construction can begin “in the next week,” and the project team expects a grand reopening in the third quarter of 2026.
The presenter warned there will be short, temporary moves for some staff and short closures to install incoming furniture; staff said those closures will be timed to avoid disruption to the summer reading program. When asked about the contractor's experience and local work, the presenter said the firm has extensive library experience but declined to read the contractor name aloud until the contract is fully signed.
On the South Garland project, staff said design development is under way and emphasized safety, security and service-desk improvements. The presenter also described an associated exterior 'Curiosity Garden' project that would repurpose an overparked forecourt into an outdoor, programmable public space with play elements, shade structures, lighted bollards, public-art infrastructure and seating for food trucks.
Staff said the city’s community development team is managing the exterior work and that the funding includes federal CDBG/HUD dollars. Because the council approved a midyear budget amendment in work session, staff said the project can proceed with phase 1 (infrastructure) and phase 2 (amenities) together; formal adoption is scheduled for the city council regular session on June 16. The presenter noted the city does not own an adjacent property shown in future-development illustrations, and that those concepts are illustrative rather than approved development plans.
The board asked about phasing, permitting and schedule; staff answered that contract signatures and permit routing caused a short delay to the planned June 8 start but that final signatures and mobilization should follow quickly. "The tentative start date that you see of June 8 for construction did not happen," the presenter said, adding the team expects work to begin later in June. The board closed the discussion and moved to program items.
