Commission approves Eagle Valley 6th edition replat; staff flags street-residential compatibility

The Fargo Planning Commission approved the Eagle Valley 6th edition minor subdivision on Aug. 4, converting an existing lot into 13 lots in the area around 74th Avenue and 24th Street South. Luke Mormon of the Planning Department presented the plat, explained new storm-sewer and waterline easements, and said Lot 13 is proposed for attached housing (townhomes) with Lots 1 through 12 intended for single-family homes.
Mormon noted the site's history — earlier commercial designation and a denied 2020 growth plan amendment — and told commissioners staff continues to see a conflict between attached housing and the adjacent arterial streets (25th Street and 76th Avenue). "Staff still sees the conflict between the public streets and the residential, but we don't necessarily have tools to bring to the discussion," Mormon said, while recommending approval subject to engineering technical review. The commission voted to approve per staff recommendation; staff and applicant will continue technical reviews of stormwater management and easements during the engineering stage.
The approval allows the applicant to proceed to the engineering technical-review phase before final permits and building plans are considered. Commissioners did not record public testimony on this item during the hearing.
