Planning staff introduced a zoning concept‑plan amendment (ZON‑26‑04‑0011) for IKEA Phase 3 at 1151 IKEA Way in Council District 2, asking to amend PD 456 to increase the multifamily cap from 225 to 252 units on a 10.088‑acre parcel. Staff said the request would change the PD's maximum density to roughly 24.98 dwelling units per acre and displayed concept elevations for building 3 facing IKEA Way. "What they're wanting to do is increase it now to 252 units, which would bring it up to 24.98 dwelling units per acre, but still less than that 26," staff said.
Staff told the commission the amendment does not include variances and recommended approval with a condition that solid, continuous landscape screening—using plant material at least 6 feet tall at planting—be provided and maintained along the detention pond adjacent to parking. Commissioners questioned whether the PD had been before council previously and the history of the unit limit; staff replied that other PD amendments had come before council and that the PD originally contemplated accommodations up to 252 units but earlier approvals had set the 225 cap.
Commissioners raised traffic and access concerns. Staff said the overall area (including Topgolf and BJ's) was previously analyzed in a traffic impact analysis and that the additional units fall within the parameters of that study, so no new TIA was required. Staff explained primary access would be from IKEA Way with secondary northern access and noted the detention pond required layout changes and handles drainage for nearby developments. A commissioner asked about unit sizes and square footage; staff said those details were not in the briefing packet but the applicant would present them at the evening meeting. The item will proceed to the public hearing during the regular 6:30 PM meeting.
