Willard council weighs sewer requirement for Mountain Bay subdivision as developer warns of large costs

Developer representatives, described in the record as Mr. Judd and Mr. Poll, told the council that installing both a sewer line and septic systems would be a significant financial burden. The transcript records that "the developer explained that putting in sewer and septic tanks is financially unreasonable and they can’t afford to do both." City staff noted that "the state’s new law requires that any unincorporated property apply for annexation to the nearest municipality before any land use application is made," and that Willard City accepted the annexation with the understanding sewer service would be provided to the subdivision.
