Commission sends Sun Companies recycling-transfer plan to 60-day review

The Calvert County Planning Commission voted unanimously to direct staff to forward a proposed text amendment to the county's 10-year comprehensive solid waste management plan for a required 60-day review and interagency comment period.
Maria Lubarski, the county's solid waste division chief, told commissioners the Department of Public Works had received notice from Sun Companies LLC that the company plans to open a culvert recycling facility and transfer station in Prince Frederick at 5340 Catch Road. "The facility will require an MDE refuse disposal permit and then tax amendment to the 10 year comprehensive solid waste management plan, 2019 to 2028," Lubarski said, and added the site is proposed to have a permitted capacity of "750 tons per day of nonhazardous construction and demolition waste." The division recommended initiating the comment period and distributing the proposed amendment to appropriate departments and jurisdictions.
Commissioner Kerney moved to direct staff to circulate the amendment for the 60-day comment period; the motion was seconded on the record and passed unanimously. Chair announced the affirmative tally as seven votes in favor. The commission did not take further substantive action on the permit or facility site today; staff said the facility will also require a Maryland Department of the Environment permit before operations could begin.
The Department of Public Works presented a fiscal-impact slide but did not read final numbers into the record. The commission's action initiates the formal local review and public-comment stage under the cited state procedures.
