Staff presented a draft 'call for artists' for a proposed concrete-wrap pilot and recommended selecting up to three artists to receive modest stipends to create mockups tailored to the surface. "Normally, there's a small stipend paid to the artist to do basically their mock up design, and then whoever selected would be then fully contracted for, the value of the art itself," staff said while explaining the procurement process.
Commissioners raised concerns about the time and workload involved in a broad open call and suggested an alternative: drawing from a pre-vetted roster or offering a smaller recommendation list of artists the commission has already reviewed. One commissioner asked, "Can we just do, instead of doing a call for artists, can we just do, like, recommended?" citing the heavy administrative burden of full calls. Staff agreed to search for an existing policy or 'collecting plan' that documents prior practice and to present options for the commission to decide whether to proceed with an open call or a targeted roster and stipend approach.
