"My name is Liam Toner. I'm a life scout with 2 94. I'm gonna be a junior next year at Bellarmine, and I am explaining to you guys my project," he told commissioners as he summarized artistic goals and community benefits.
Commission staff outlined the city's Eagle Scout project process — an application, a park and advisory-board review and, for public art, a later referral to city council — and urged Liam to include material choices and longevity in his proposal. Commissioners suggested construction options (for example, mounting painted 4x8-foot panels so the work can be relocated or rotated) and offered local contacts, including outreach to the Commencement Bay Rowing Club, to support fundraising and installation. "I will be paying for the whole thing," Liam said when asked about his funding plan; commissioners indicated willingness to assist with connections and logistics.
The commission asked staff to circulate Liam's contact information to members and encouraged commissioners to offer support or connections. Staff noted the commission would treat the submission as a donated artwork subject to the usual review steps for public art.
