Council directed staff to advertise for a public hearing to readopt the personal property tax rates first adopted in February, following an Attorney General opinion that the earlier vote did not meet the 0.667 supermajority required by Virginia code. The motion to advertise the hearing was made, seconded, and carried; the public hearing was scheduled for July 28.
Town Attorney Robert Sproul described the AG opinion as "persuasive" but not binding, and advised that readoption would reduce the town's legal exposure. Council members who supported the motion argued the readoption would not change rates or budgets but would reduce potential liability; dissenting members said the AG opinion is an interpretation, not a change in law.
