The Shelby County Board of Commissioners voted to refer an amendment to the fiscal-year 2024–2025 compensation policy to committee for further review and additional consultation with affected elected officials.
Item 32, introduced by a group of elected officials and presented in part by General Sessions Court Clerk Tammy Sawyer, drew sustained discussion about whether County Clerk Wanda Halbert (Calvert) had been included in drafting. Several commissioners said they supported the policy goals but wanted to ensure all impacted elected officials had time to review and comment. Commissioner Brittney Thornton moved to refer the item to the February 19 committee meeting so Clerk Halbert could be contacted and given an opportunity to respond; the motion was seconded and passed on a procedural vote (9 ayes recorded).
Human-resources director Gerald Thornton and other HR staff explained the intent of the changes: to standardize hiring and compensation practices across elected offices and reduce opportunities for reclassifying positions in ways that circumvent oversight. Thornton and HR staff said the changes aim to reduce instances where lump-sum or converted positions were used in ways that created inconsistent pay practices. Trustee Regina Newman said the change was time-sensitive because delays had already stalled hiring and limited the ability of elected offices to fill vacancies.
Commissioner Ford and others said internal controls and reporting would need to accompany any new compensation authority. The referral directs staff to ensure Clerk Halbert is included in the next committee iteration and to return the item with any agreed edits or clarifications.
The decision keeps Item 32 off final consideration by the full commission tonight and schedules a committee review to address the procedural and substantive questions raised during debate.
