District presents package of student‑services policy updates on attendance, transfers and work permits

Frank Doussaint presented a policy package of nine Board Policies (BPs) and Administrative Regulations (ARs) related to student services and explained substantive and organizational changes.
Doussaint said updates to BP/AR 5112.1 (open/closed campuses) and BP/AR 5113 (absences and excuses) reorganize material to align with CSBA guidance and clarify that, consistent with court and attorney general opinions, "students at any grade level cannot be required to provide parent guardian consent before being absent from school for purposes of receiving confidential medical services." He said the regulation expands the list of excused absences and clarifies verification methods required to excuse an absence.
On chronic absence and truancy (BP/AR 5131), staff added a tiered intervention model, references to the California School Dashboard metric and a requirement for periodic board updates on attendance patterns. The work‑permit regulation (BP/AR 5132) was revised to reflect AB 908 (noting exceptions when employment is part of a government-administered program during school vacation) and clarified certificate-of-age vs. work-permit requirements for graduates. Doussaint also described AB 1127-related changes to interdistrict/intradistrict transfer prioritization for bullying victims and military families and said the policy package would return to the board at the next regular meeting for potential approval and implementation training.
Board members asked clarifying questions about implementation, verification procedures, and how local systems (Aeries) will be updated to capture new codes and categories. Staff said they would provide a written version on the next agenda and begin manager/site training.
