District staff presented a package of proposed revisions to Series 7000 (facilities) policies and regulations, citing new laws and CSBA guidance to align policy with current practice.
The proposed updates include AR 7111 (evaluating existing buildings), BP/AR 7140 (architectural and engineering services, selection process and design-build options), BP/AR 7150 (site selection and environmental-review posting), DP 7210 (facilities financing and the Leroy F. Green School Facilities Act), developer-fee updates, school facilities improvement district (SFID) policy, and updated general-obligation bond and ballot-material requirements. Staff said many of the changes formalize current practice and will return at a future meeting for approval.
Trustees asked clarifying questions about exceptions to selection procedures when a specialized technical firm is required and about ballot-language constraints for bond measures. Staff said the regulation text is largely pulled from state code and legal counsel will review final language before adoption.
