Board hears CTE policy updates aligning district rules with state law

Trustees reviewed proposed updates to district policy and administrative regulation governing Career Technical Education (CTE). The proposed revisions to BP/AR 6178 and BP/AR 6178.1 were presented as alignment work with California School Boards Association (CSBA) model language and recent state statutes.
Dr. Devon Smith explained the updates would move material regarding CTE program components into related content sections, add nondiscrimination language that specifically references perceived characteristics and languages other than English, and include a new paragraph establishing a CTE committee. He also described regulatory changes: clarified federal-grant requirements that include a needs assessment and updated definitions for special needs populations. "The policy has also been updated to reflect the new law, AB 643 from 2021," Dr. Devon Smith said, and added that AB 2179 (2024) requires notice to parents/guardians in grades 11 and 12 about local apprenticeship and pre-apprenticeship opportunities.
Board members thanked staff and noted they had already observed the practices in some campuses. Staff said the revised policies will return on a regular-meeting agenda for formal approval and will be posted in the board policy manual online after adoption.
