Animal Services staff summarized proposed amendments to Chapter 7 of the Calvert County code intended to align licensing and enforcement with modern animal‑welfare standards. Staff said the revisions create a distinct 'animal fancier' license to streamline licensing for responsible pet owners, provide an annual renewal structure, and exempt animals actively used for farming or hunting from counting toward fancier thresholds. "So if you you have a farm and you still lehi to keep 12 dogs just as personal pets, those would... be towards the fancier license," the staff member explained while noting exemptions for agricultural uses.
The proposal also includes a pathway to online licensing, a no‑fee license for nonprofit rescues, and a simple emergency‑preparedness contact requirement for businesses with animals. Commissioners asked about renewal notices, enforcement and the administrative burden on farmers; staff said online systems are a future goal and that most compliance checks occur when staff respond for other reasons. The board authorized staff to advertise a public hearing to solicit public comment on the ordinance revisions.
