The Percival Town Council unanimously approved Resolution 26-06-02 to accept a revised funding offer to pay for PFAS treatment improvements at the Nature Park groundwater treatment plant.
Staff reported the town’s conditional offer from the Virginia Department of Health totaled $4,597,000; an additional $71,000 in reallocated bipartisan infrastructure law funds became available through EPA, increasing the total award to $4,668,200. Staff said the Nature Park wells supply roughly one-third of the town’s drinking water and that the improvements are necessary to address PFAS concentrations exceeding federal MCLs.
Staff and council discussed conditions tied to the award: federal and state appropriations, compliance with Drinking Water State Revolving Fund requirements (including demonstrating long-term financial sustainability of the water enterprise fund), and that design costs must be borne initially by the town with reimbursement only after public advertisement and a construction contract award. Council asked about statutory deadlines for PFAS compliance (staff cited an applicable compliance rule with a target in April 2029) and possible public hearings if budget amendments are required to record project funds in FY27.
Council voted unanimously to accept the funding offer and authorized staff to proceed with required documentation and any budget amendments needed to implement the project.
