City staff outline preliminary revenue outlook for FY25–26 and FY26–27

City finance staff provided a high-level overview of preliminary revenue projections for fiscal years 2025–26 and 2026–27. Staff said property and sales tax account for roughly 80% of general-fund revenues, and cautioned that the figures are preliminary and will be updated as the budget development process proceeds.
On specifics, staff reported that, "we are currently estimating a 4% increase in property tax revenues for both fiscal years." Sales-tax projections were described as modest and subject to change; staff also highlighted that SB2 (Building Homes and Jobs Act) revenues wind down and that Mission Viejo Mall parking-lease revenues are contingent on sales thresholds tied to mall performance. The council received the report and staff said upcoming agenda items would include capital improvement planning and reserve-limit discussion ahead of the June budget workshop and June 24 budget adoption timeline.
